Aadhar is a unique 12 digit unique identification number provided by the Government to every citizen of India. Apart from acting as an identity proof, there are a number of benefits that the Aadhar provides. Recently, Aadhar was in news for being a means of facilitating bank account portability in the coming years.

As per a recent news, the patients who show Aadhar at AIIMS (All India Institute of Medical Sciences) will have their registration charges relinquished, however those who don’t have the Aadhar will have to pay Rs. 100, which is 10 times more than the current fee.

Aadhar Linkage: Why is Aadhar Required for Registration at AIIMS?
In order to encourage digital transactions and to streamline a patient’s database, the Aadhar card of the patient will be required to register at AIIMS Hospital, New Delhi. Currently the patients who register for OPD at AIIMS are given prescriptions by the doctors, which they need to carry every time they visit AIIMS for repeat visits. Often times, patients may loose this prescription and Outdoor Cards, which would then force the staff to ask for a repeat registration fee.
But, with this move the patient providing the Aadhar will not have to pay the registration fee of Rs. 10/-. However, the patients who do not provide the Aadhar will have to pay Rs. 100/-. The move might be enforced from January 2017 and is an attempt to eliminate the confusion that arises when patients misplace their important documents.
Presently, after registration the patients get a Unique Health Identification (UHID) number. Dr Deepak Agrawal, Chairman, Computerization, AIIMS said that presently multiple UHIDs get created for a single patient who has misplaced documents and outdoor cards which clutters the data. This move aims at streamlining patients’ database which otherwise is getting cluttered due to the above mentioned reason.
He further added that, “Most likely from next month, registration will become free for patients who provide their Aadhaar number. Those who cannot provide Aadhaar card, they will have to pay Rs 100 for registration.”
Since AIIMS is a government hospital, the interest of the minorities is not ignored. Thus, the people who cannot afford to pay the hiked registration fee will be excused if they approach medical social workers. The Aadhar linkage with UHID will also help in achieving health records portability from one hospital to another.
Taking a step towards the Aadhar linkage, AIIMS has written to the Union Health Ministry requesting to issue a notification which would instruct the linking of Aadhaar number with UHID number.
Since the Centre is focusing on digital transactions, AIIMS is doing its part by planning to introduce a prepaid card scheme so that patients can avail cashless treatment.
In the words of Dr. Agrawal, “Under this scheme, people can deposit money before treatment and avail services. If the amount is not fully utilized, it would be refunded to the patient. The process of issuing tender for issuing these prepaid cards is complete,”
Also, the Deputy Director Administration) of AIIMS, V Srinivas, revealed that to promote digital transactions in patient services, the hospital will procure 100 POS (point of sale) machines and these machines will be set up at cash counters.
The Aadhar linkage is a major step towards reforming the procedure of one of India’s biggest medical hospital.
