The unique identification project by the Government of India plays a crucial role in streamlining the distribution of welfare services and beneficiary schemes which were earlier deemed to be ‘leaky’ systems. The Government has put in best efforts to ensure that the entire population of the country gets enrolled with the Aadhar system. In this manner, residents in every nook and corner of the nation will possess an identity document of national importance and therefore claim his/her share of the subsidies of the Government.
The success of Aadhar project have triggered reforms in many sectors of the government machinery ever since Aadhar card was declared a valid Proof of Identity (PoI) and Proof of Address (PoA).
In August 2016, the government cleared electronic-Know Your Customer (eKYC) rules with respect to the use of biometric identification for customers to get new mobile connections. The idea is to make it easier for subscribers acquire a new mobile connection with instant activation using their Aadhar number. This also removes the considerable wait-time associated with SIM card activation from a few days to a few minutes owing to the advantage of instant KYC verification.

This digital approach to issuing a new mobile connection simplifies activation, eases verification process and enhances security. This is how the process works:
- The customer who wishes to buy a SIM card is required to provide his/her Aadhar number to the seller who will capture the biometric details (fingerprint or iris).
- The system will transmit Aadhar details to the telecom operator who will authorize the franchisee to fill the form and verify details of the customer on the sales terminal.
- The franchisee should then confirm the physical presence of the customer (i.e. the customer had been seen) and match the photo displayed online from UIDAI. After this, the SIM card can be issued to the customer.
Advantages of using Aadhar eKYC:
The most important benefit of using Aadhar eKYC is the reduced time for SIM card activation due to instant KYC verification. The notification issued by the Department of Telecommunications adds that with the use of eKYC, digitally-signed electronic KYC data provided by the UIDAI in machine-readable format helps the licensees to directly store the data as customer record in their database while a new mobile connection is to issued.
Mr. Rajan Mathews, Director General, Cellular Operators Association of India (COAI) said that owing to the simplified and secured activation and verification processes, the stakeholders have begun to see this move as a prospective change towards next generation mobile connectivity for subscribers.
The top three telecom companies of the country, namely – Bharti Airtel, Vodafone India and Idea Cellular – had partnered with the Department of Telecom to pilot Aadhar based e-KYC solutions.
Mr. Gopal Vittal, Managing Director and Chief Executive Officer (India and South Asia), had said in a statement that the company has planned to start roll-out of Aadhar based eKYC solutions since August.
Mr. Sunil Sood, Managing Director and CEO, Vodafone India, is of the opinion that this green initiative will improve quality of sales as well as regulatory compliance for the company because of the hassle-free governance and accurate audit results it tends to offer.
Thus, Aadhar based e-KYC gives an edge to the subscriber with instant SIM card activation (which was previously known to take 8 to 24 hours for activation) and better security of their personal and confidential information through technology advances.
